Supreme Director Bernardo O’Higgins represented Chile at the
First Constitutional Accord.
Republic of Gran Colombia (member since 5 May 1826)
General Simón Bolivar represented Gran Columbia at the
First Constitutional Accord.
Republic of Peru (member since 5 May 1826)
General James Paroissien represented Peru at the
First Constitutional Accord.
The Republic of Peru did not yet exist and the First Accord congress was
held in anticipation of its independence from Spain, which occurred later
that year.

Directorate of Panama (made a directorate of the State in
1828)
Formerly a province of Gran Colombia, to avoid in fighting and to secure
access between Atlantic and Pacific, Napoleon annexed Panama as a
directorate of the National government. The Director of Panama who is
appointed by the Panama Commission oversees it. The Panama Commission is
chaired by the Minister of Transportation and is composed of members of the
House and Senate.
